So There are two places where we have to make changes so that a persona like a loan processor can access milestones which they were not finishing previosuly.
In 
So click on blue colored letters ‘assign loan team members’ and in next window opened, select milestone for which you want to give access. Now you may see different roles, this persona can get that role for that milestone if settings are enabled for it in
so if user group for that Persona like in our case Loan processor is blank means it can do another persona role also.
So, once correct milestone in ‘assign loan team members’ is done, we move to ‘Finish Milestones’ and select milestone for which persona loan processor wants to finish.
This is the way we allow a persona to access milestones which he previously has not rights to access and finish.
